Abstract:

The structure of welfare citizenship has at least two characteristics: 1) liberal, social democratic vs. corporatist regimes and 2) the manner in which the government controls social care. Corporatist regimes more strongly favor equal opportunity over welfare than liberal, social democratic regimes. Such a model suggests that in America, Australia, and Britain class struggle issues will emerge whereas Austria and Germany will primarily experience gender based conflict.
