Scarbrough, Elinor, "Western Europe Shifts (A Bit) toward Direct Democracy," The Public Perspective, 5 (March/April, 1994), 9-12.

Abstract:

In the European community, those wishing for more say in government increased from 16 to 26 percent from 1976-1989, while support for free speech increased only moderately in the same period from 13 to 17 percent. Although this provides mixed support for an increase of democratic sentiment, people still remain wary of the parties supposedly representing such ideals.
