Abstract:
A "decision by accretion" is a decision that just seems to happen without conscious deliberation. "Gatekeeping" is the power to disseminate or suppress information. The ERA was badly hurt by the "decision by accretion" that women would have to fight if the amendment passed. The chances for approval were also diminished by "Gatekeepers" who failed to refute this decision.
