Abstract:
As Americans have lost confidence in leaders and institutions and have growing concerns about health and the environment, this has made it difficult to find sites for facilities handling hazardous material. To redress the lack of confidence, dimensions of commitment, competence, caring, and predictability must be addressed to restore trust.
