Abstract:

The abortion issue would seem to be a single issue threat to the governmental system since persons with pro-life preferences are more likely to attach great importance to it, and interest groups on each side are politically involved and resistant to compromise. However, the distribution of public opinion across states and congressional districts prevents a divisive sectional clash as occurred over slavery.
